There was an excellent British serial some years ago called "Yes, Minister" (and its sequel, "Yes, Prime Minister") about a politician who is an airhead but thinks he's a big shot. His assistant Humphrey Appleby (later Sir Humphrey) has him wrapped around his finger but the minister doesn't realize how he is being manipulated to do what Appleby wants.

I think the only difference is who does it on purpose and who does it because they’re just plain stupid. Sometimes it’s hard to tell.
