The state has not just the right, but the duty to defend itself from its enemies. A military draft is one of the ways through which that defense might be mounted. The political price is severe, which is why politicians try to avoid resorting to it unless absolutely necessary.
In WW2, perhaps half the nation’s able bodied men, ~16m in all, were drafted, and even then it was a close-run thing. That’s why I laugh when people claim either side, Ukraine and Russia, is running out of men. In % terms, they are at maybe 1/10 of the US levy. From a manpower standpoint, they are at a fraction of what they can draw upon.
