They went with US ROEs. That was a mistake - and not only for the US. This is war, not a police raid. Human shields cooperate only for as long as the risk is minimal. They get enough civilians killed by sheltering among them, and the civilians will start pointing them out so they can be killed.

A new invasion will operate by Gaza rules. Taking fire from a position? Level the structure. No fancy footwork necessary to ensure civilians aren’t present.
