Drones, high tech weaponry for individual troops would be. Your Vichy neighbors and midnight raids would be. Nazi intimidation tactics. Single out and make public examples of recalcitrant Americans. Gulags in every major city. Cut the power to an area and isolate it until the traitors turn in the rebels.
