I hope you contact your City Council rep with this idea. Or whatever agency runs the waterfront — Public Works? There is an abandoned pier that shows up on Google Maps as "Chicken Pier" (beacause some guy used to eat a whole chicken there each night) just North of where the ship is now that looks servicable:
Chicken Pier It's a bit of a homeless camp now, so the ship there would be urban renewal of sorts. They would just need to dredge a place for the ship next to it. I am thinking maybe starting an online petition to someone to take action. Maybe someone has some suggestions for that.
