Build dykes. It’ll be employment for men with strong backs. The Dutch do it.

One of our local rivers, which I’ve frequented since I was a kid floods more than it did then. That is due to silting in; the water has to go somewhere. Since dredging is costly, they only dredge the channels periodically.
