Don't hold your breath. There's been heavy R&D investment in energy storage for five or more decades and nothing has materialized. Pumped hydro is the only feasible technology but the good sites are few and it's almost impossible to get those permitted.
For years, the hot new storage thing was Compressed Air Energy Storage ("CAES"). This requires a huge underground cavern to store compressed air so depends on the geological formations underground. But only two plants have been built.
The grid should be dependable power. Making the grid depend on intermittent sources is very bad idea.
Is that the same as requiring a license, so the different government levels can dip their beaks in the wealthy waters of federal-subsidized development? I can't tell the difference.
