A tactic applied very effectively for decades by the Democrat/Communist Left to advance the Left's specific political/societal purposes is to change (i.e., "expand", thus modifying) and, even more effectively, to conflate the definition of words until the terms are rendered, in effect, meaningless. There are many, many examples of this.
Sowing confusion among the general public (i.e., those who are busy with other matters and just not aware of what is happening with their language), not all that difficult to do, redefines and/or conflates words to suit the speaker's specific purpose; that is, the definition is "expanded" and "modified" to the point that it means different things to different people. This was once a rarity; now it's common. Little wonder that Left and Right have difficulty communicating ... often deliberately so. That language naturally changes and evolves is not the same thing as what I'm describing here. Cheers!
