The People’s party exists to split the vote on the right. It is highly doubtful that really exists to get the government out of people’s lives. It’s easy to be the perfect conservative, when there is no way on God’s earth that they would ever form government.
In 2020, they took about 5 or 6 seats away from conservatives by splitting the vote and giving it to the liberals.

Sometimes these parties need to form and they actually get traction when the Tories become too useless. The "Progressive Conservatives" needed the challenge from the Reform Party/Canadian Alliance and the Canadian Alliance actually came in second and formed the opposition. There was then a merger, and the "conservative" party improved for a while. Sometimes a provincial level party can be useful (and sometimes catastrophic). "The Wild Rose Party of Alberta made some noise for a while. In one critical election, as you point out, votes got split and the NDP took over Alberta! That would be the rough equivalent of a Socialist Party winning Nebraska.
When these parties spring up, it is because of genuine grievances. The Greens are a force, even though they split the left vote. Of course Bloc Quebecoise is its own thing, and during the trucker action, they were thought to be in play.
Canada has a lot of good people, but they took all too well to leftist programming in Toronto ands B.C. Covid exposed a lot of fault lines, as it did here.
