Trump did not visit the cemetery because the weather created security concerns. HE VISITED A DIFFERENT CEMETERY THE VERY NEXT DAY AND SPOKE IN THE RAIN.

Trump didn’t skip the visit. The Secret Service advised against the helicopter trip due to bad weather. The Secret Service also advised against the 3 hour round trip to the cemetery, because of security concerns over their not having enough time to thoroughly clear, and secure the route, as well as possible traffic problems along the way, and back again. Even Chief of Staff John Kelly, and Mike Pompeo confirmed the bad weather, and the Secret Service’s decision at the time. They both took the long drive to the cemetery, and represented President Trump at the ceremony.
