My brother-in-law in NYS took care of his elderly mother maybe as early as 2015 to her death in 2023.

He was paid much less than a nursing home. He was paid through the nursing home, so there might not have been any savings to the taxpayer.

She received much better care than she would have in a nursing home — yes she was disabled...required assistance in bathing, eating, going to the bathroom...pretty much everything.

I can possibly buy not being able to speak English as a disability if the home aide is getting the “patient” able to speak English.
