I think this has to do with the SEC trying to thwart collection efforts on the $1.6M judgment. If the judgment is only against the SEC the creditor can only go against SEC assets in Utah. If they have no assets here the creditor would have to incur additional legal fees and time to get a judgment where there are assets.

Personally I think the higher up Dims have told the Dims in the SEC that there’s contributions coming in from shady crypto, so quit leaning hard on these crypto boys or if Trump’s in office he can lean hard on bigger crypto boys.
