Municipalities that care about their “minority” populations and “the children” should outlaw “block parties”, then strictly enforce the bans, to save lives and avoid wasting million$. Expecting civilized behavior from some people without force is not realistic.

I looked up the many crimes people were sentenced to DEATH for in the American Colonial time. one of them was stabbing or shooting another in the act of any crime. Does not matter if you killed or not..just ATTEMPTING to stab or shoot someone was punishable by death.
IMO we could use some of that now.
