I bet that if you checked, these particular "family members" will have no record of being sent a ballot.

But this is only so long as the attention of the election riggers in the election office is not brought to bear on these particular ballot requests. They may have already changed the records to tie up this bit of loose end.

It might be possible to prove whether these "family members" really did request and filled out absentee ballots, but the whole thing smells unlikely.
