If you openly come out saying you are gonna destroy the cartels (absent being serious like in ElSalvador) you are either already bought or will die before election. It is like showing that the 2020 US election was fraudulent.
Best to simply say what else you are gonna fix and go after the cartels in secret.
The Mexican government can’t destroy the cartels at this point. The best strategy is to contain them.
