This reminds me of the break water they built during WWII after the Normandy Invasion.

Both Britain and the US Built them at the same time using the same materials. The British docks lasted much longer but took twice as long to build whereas the American Docs only used half as much connection hardware to get them set up in one day.

From what I have read the American docks were no anchored well enough. When storms wrecked them, the Americans wrote them off and landed stuff directly on the beach using landing craft.

The fact is, Brandon (or whoever wrote the speech) promised a pier and the Pentagon therefore had to carry out the mission publicly announced by the C-in-C. The Big Guy said a pier, so a pier it had to be. Our military was perfectly able to deliver aid into Gaza with equipment on hand, but how to do it was already determined.

The coast of Gaza is remarkably unsuited for a floating pier as has been shown. As for breakwaters, remember at D-Day lots of ships were sunk to help form breakwaters. There were lots of useless half-dead ships on hand and it was war—lots of ships had been sent to the bottom.

Imagine the ‘environmental impact statements’ required to sink ships to form a breakwater at Gaza today!
