That's how I read it, although I stay out of these conversations most of the time because I will admit that there's a lot I don't know.
Despite all the blustering, I just can't get past the fact that what it really seems like they are saying is that "we've got millions of square miles, but the only place we can go to is that little blue area near the med coast".
