This is our problem. A really large percentage of the population really wants people like this in office. In some areas they are an absolute majority of the people. They are basically thieves, and they elect other thieves into office believing they can get a nice cut of the swag taken from others.
That works for a while. We are passing the limits where it stops working. "Slowly and then all at once" is what we are sliding towards.
Democracy does not have a solution for this kind of problem.
Fire alarm guy. Setting off a fire alarm is his idea of how to prevent a vote. Hard pass on any of his other ideas.

You are dealing with two things; human nature (and there is not much we can do about that) and culture, (quite a bit we can do about that).
There are two types of culture. The "I would like a goat" and the "Kill my neighbor's goat".
The people who want a goat can have a democracy, the people who want to kill their neighbor's goat can not.
