Why would a sovereign nation need permission to do anything to defend the country?
Because country’s leadership are puppets to others that control the country
Because the USA and other NATO members made it a condition when they supplied missiles/artillery to Ukraine that they could not be used to attack targets inside Russia. If the Ukrainians ignored that and did it then they would not receive any more munitions.
