First of all, it's likely because there weren't any Jewish ghettos in France, or at least any that I could find doing searches. Since not all of France was immediately occupied, Jews had the opportunity to escape from the free zone. This article explains why so many Jews survived the occupation of France:

You might note post 43. Other factors, the majority of Jews in France at the time were refugees from eastern Europe comprised around 3/4 of the deportees. And certainly the bravery of loyal French who protected and transported Jews to safety, logically concentrated on those they knew.
