Largely correct. Italy was relatively safe for Jews until the Germans occupied it in 1943 and began hunting them down for extermination.

On the other hand, the Vichy French served the genocidal, antisemitic demands of their German masters with gusto and efficiency.

Culturally speaking, Italians have their flaws but being bloodthirsty, genocidal maniacs isn't one of them.

I cannot imagine Italians going along with starving, mass murdering and mutilating women and children.
