Why don’t they just give them the money that’s still left over from what they haven’t yet paid Iran? That money doesn’t belong to the current government of Iran. It never did. They weren’t in power when that money was paid for military equipment by the Shah of Iran. They never should have been given any of that money, especially not after attacking the U.S. Embassy in Tehran, and taking Americans hostage. That money should have been forfeited, not held, and given them as a reward by the likes of Obama and Biden.
Ukraine could be et pay a loan back.
They are uncreditworthy.
Afterwards, Russia can just claim that it bought Ukraine.
Two bad ideas combined: giving even more to the Ukraine money laundering opp AND losing international credibility by stealing Russian assets.

It’s possible, but I have my doubts the money will be spent efficiently.
I’m now beginning to believe the entire purpose of war has become a vehicle for crooked pols to move money from our national treasury into their hands. It is essentially akin to giving them the keys to our national safe deposit box. We give it to other countries like fools and saps, while the pols tell us it is in our interest. There is no other country that deserves our tax money unless their leadership and citizenry have actually fought and died to protect USA as allies.
