If Uni folks in any way encouraged this using Uni resources (like a PC on campus or Uni-paid phone) then they are conspirators. They can be sued and the Uni has to pick up the tab. This was shown in a similar situation regarding a bakery. Uni had to pay >$20M.

Quit expecting the state to help, they are not on your side. Use the courts.
