I think they're doing it via Administrative Law creation rather than Executive Orders. Wherein the Deep State has created a network of rules and procedures which have to be followed. Thus pro-Deep State changes occur easily without significant resistance, but anti- ones have a whole potential arsenal arrayed against them. Now, whether such Administrative Law is 'really law' has been under some debate and SCOTUS, hopefully, will clip amputate its wings. But until then the Deep State will scream in Article I and III courts that no mere Article II EO can overturn their rules.

A new R Congress should realign the Article 3 courts’ jurisdictions. They could assign original jurisdiction of all cases regarding EO’s and Administrative Law to the Supreme Court. All meddling District Court judges would be eliminated.
