As described, the one-county EV would require Constitutional amendment.

But a state could propose awarding its EVs on a one vote per county basis. SCOTUS would likely strike it down, but it would be worth a shot.

You dont need a vote by county, but a vote by CD. They do in NE and Maine. Actually more constitutional than EV by state. The popular vote winner gets the 2 EV for the 2 senators. The Rs have more CDs in WI, AZ, PA, etc than dems. It would also set back election fraud for a generation. Of course the the retards controlled all the rust belt states they wouldnt change their law to do it, because they are thr retardicans.
