End the delegation of constitutional power known as DC Home Rule, an experiment started in 1973. Clean out all the local junk officials and start fresh with new ones that look like those representing America, rather than those who happen to currently live in DC. It's both anti-democratic and anti-Democratic, but it's right there in Article I ยง 8. If folks don't want to live in the, at most, 10 sq. miles district, constitutionally so ruled by Congress they don't have to move far.
