Not bad aim. This is a gang dispute where bystanders end up getting shot. The goal is to get the other guy, not the bystanders. They just got in the way. This is an exchange of gunfire, a two-way street, with lead coming and going. Ducking spoils your aim. Then there’s all the bystanders your adversary is using for cover. Wartime firefights are a lot like this - you don’t stand stock still and draw a bead, thereby providing a nice stationary target. Snap shooting going wide is practically a universal phenomenon.
At point blank range, one cop scored 14 hits out of 33 rounds against a mostly stationary target. The principal difference between them is he kept moving, whereas his opponent did not.
