I think the Obama/Jarrett gang that obviously controls Biden has always hated Israel, especially Netanyahu.
The Palestinian protests in the US have given them an opportunity to use the Michigan and Minnesota electoral college votes as a political cover to put the screws to Israel hard while making it look to the Democratic base that Biden is just harmlessly going through the motions for public consumption to mollify the Muslim vote. The base assumes Israel will be able to proceed without actual penalty.
I would expect the sanctions on Israel will escalate quickly from here while this political cover story is still viable.
