I highly recommend Lima, Peru for some of the finest cuisine from around the world.
Although Lima, the capital of Peru, has roughly the same population as New York City, it has 6,000 Chinese restaurants, more than double the number in the Big Apple with a little more than 2300 Chinese restaurants.

The good thing is the cost is about a quarter of what the same would cost in USA.
If it’s $20 here, it’s generally $5 there or cheaper.
One of he best meals I ever had (and I have had many) was a small restaurant about a kilometer south of the Chateau Chenonceau in France. It was marinated calf tongue in a burgundy sauce with red potatoes in some kid of herb sauce and salad from the garden outside of the place. A few crocks of wine and cheese, fruits, slices of baguette, and a custard with carmel for dessert. There were 4 of us, and we all had an incredible meal, it came to less than $40 American including tip. Of, course this was 1976.
