If I had to guess (from a long way away) the measure will pass. Large dairy farms, kind of smell. People in nice subdivisions don’t like the smell. The fact that the dairy farm was there a century before the subdivision means nothing to the people living in expensive homes and they all can vote, the cows can’t.
