Yes. Both drivers seem to have some culpability. They appear to have picked the girl up, no questions asked. I don’t know but I am guessing that where underage riders are allowed, the driver is notified by the app and also can decide whether to accept in advance. Doesn’t look like policy was followed in either case.

Doesn’t look like policy was followed in either case. Uber's policy for minor accounts is that they be linked to the account of their parent or guardian. This essentially means that the parent is authorizing their child to use Uber. There is no reason to assume the Uber drivers were not following policy.
