Russia committed a major violation though... :

It violated its own signature of the Budapest Memorandum (1994) which stated that Russia had to... :

1.
...Respect the signatory’s independence and sovereignty in the existing borders (in accordance with the principles of the CSCE Final Act).

...Refrain from the threat or use of force against the territorial integrity or political independence of Ukraine, and undertake that none of their weapons will ever be used against Ukraine.

...Refrain from economic coercion designed to subordinate to their own interest the exercise by Ukraine, the Republic of Belarus and Kazakhstan of the rights inherent in its sovereignty and thus to secure advantages of any kind.

4.
...Seek immediate Security Council action to provide assistance to the signatory if they “should become a victim of an act of aggression or an object of a threat of aggression in which nuclear weapons are used”.

5.
...Not to use nuclear weapons against any non - nuclear-weapon state party 9Ukraine) to the Treaty on the Non-Proliferation of Nuclear Weapons.

6.
...Consult with one another if questions arise regarding those commitments.

Under the terms of the memorandum, Ukraine agreed to relinquish its nuclear arsenal – the world’s third-largest, inherited from the collapsed Soviet Union – and transfer all nuclear warheads to Russia for decommissioning. This enabled Ukraine to join the Nuclear Nonproliferation Treaty (NPT) as a non-nuclear state.

In exchange for giving up its nuclear arsenal, Ukraine got politically binding security assurances to respect its independence and sovereignty by Russia, USA, France, UK which guaranteed its existing borders.

That’s between Russia and Ukraine. Ukraine violated the Minsk accords. Finally, Ukrainian militarized its border with nuclear capable missiles launchers and bio-weapon labs. It’s none of our business. Russia didn’t attack NATO.

Seems clear enough. Have there been any new treaties, memorandums, agreements, etc. since 1994 that have changed or altered or even nullified the Budapest Memorandum?

Ukraine seems to be a sort of history test on many levels to see how much we remember or, like with 9/11, have we forgotten those bloody lessons so soon after learning them.

For many, recent, living history is very clear about the consequences of appeasing territorial aggression by sacrificing the country in dispute to the aggressor nation in order to end the conflict and have “peace” in our times once again.

This time in Ukraine it appears like we will try a different approach, first by helping with weapons and ammunition and then who knows … we’ll have to see how it goes.

The ones stepping up to help Ukraine now seem to have better memories of past lessons than this generation’s appeasers.
