I lived in Los Angeles for 40 years before moving to North Carolina nine years ago in 2015. They broke ground and started construction on that stupid high speed rail project the same year. More than likely, there will be no need for rail travel by the time they finish it.

Make work projects. They're everywhere and cost nothing because, it's money that people don't notice being spent. It's always other people's money, which means that most people don't worry about, even if in reality, they're paying for the boondoggles. It's the same kind of expense that governments everywhere use to create jobs, even if those jobs are meaningless and don't produce anything, such as what the Biden administration has done in the last 3 years by hiring workers to get a better jobs picture, so the 'low' unemployment rate is as a result of fake jobs created.
So, we get bridges to nowhere, tunnels that don't serve any real purpose, duplication of rail services, unneeded roads, dredging of rivers and swamps, even building new office buildings and maintenance of such.... all meant to create jobs and keep those people voting for the creators of those phony jobs. Union jobs, for example, are forever jobs, because, the union bosses are sure to make contributions to the politicians that create those fake projects.
EVs are the latest fake projects, because, politicians expected many new millions of jobs to result from those projects; even the resistance by the consumers against purchasing those unnecessary vehicles, does not deter the government officials and politicians from insisting that they're needed. Windmills and solar panels and all green projects, were not needed or necessary, but, the excuse is a cleaner environment, but in reality, they're make work projects.
The truth is hidden from the general public, and the costs are even more hidden.

California built an even more useless "Bridge to Nowhere".
Even funnier, California already had a "Bridge to Nowhere" built at much less expense in the 1930s.
Either they didn't learn their lesson or they're doing it on purpose.
