“Dogs that mess with neighbors’ chickens are expected to be put down.”

Why was the dog allowed to run loose on a neighbors property? Especially if it was deemed to be vicious and dangerous?

Good question. Right now I have a greyhound, which is never off lead unless in a fenced area for obvious reason—they can hit 40 mph in a few strides. But many dogs in the country do run loose with no problems. It’s only when they start chasing chickens or livestock that things take an ugly turn.

Obviously I have no first-hand knowledge of what measures Noem did or didn’t take to restrain her dog. I’m just relating an unwritten rules of country life relating to dogs.
