I think you know nothing and are just guessing because it fits a current populist meme - an idea repeated so often it becomes believed by many though the origins are without evidence.
If it's possible to slide money from foreign aid into politicians' wallets they will do it. And given the government's disincentives to investigate itself there will be no evidence and no prosecutions. Ever.
Given the current caliber of loser self-promoting politicians I don't believe for one minute this "generosity" of foreign aid is anything to them but a retirement plan.
