It’s the backdoor donations. I don’t know the percentage, but whatever go to the Ukraine gets donated back to the politicians through the back door.
It’s the same with any government program that has vendors. Those vendors send a certain amount of their profits back to the politicians, in exchange for a guaranteed contract.
This kind of thing has been going o forever..it’s just now it’s massive and well organized
