Correct me if I’m wrong, but I don’t think local law enforcement have the ability to drill down into national/international organized crime, international financial transactions, and groups/organizations/affiliations outside their jurisdiction. There is a reason why the FBI investigated and infiltrated the mafia and a reason why RICO laws were passed, so that the federal government, with it’s reach, could go after the organizers who were protected at the top of and behind the many buffers of private, clandestine, illicit activities.
They do this in everything from drug and human trafficking street gangs, biker groups, militias, cartels, and the domestic side of international espionage and crime syndicates.
There is only one reason to be hands off with any group that organizes to commit crimes, and that is so that you can claim plausible ignorance.
