Noem was understandable, being a farmer and not having time to coddle a dog. But there is no excuse for Romney. Yes, I do think that Noem should have put the dog in a human centre to give it a chance for it to be tHAT WASN' THEY WAY IR WAS DONE. I can state it is a more ethical choice, based on what I understand is right. It is more right to be merciful than not, even to dogs.
