Noem was understandable, being a farmer and not having time to coddle a dog. But there is no excuse for Romney.
Yes, I do think that Noem should have put the dog in a human centre to give it a chance for it to be adopted.

Unless the dog chews up a child, a simple bite is not enough reason to put it down. That’s where you try to train it.
I’m not saying Noem had to be the one to train it, but somebody might have.

I need more information. I had a Chow Chow. Chow Chows are unusual critters. They act more like cats than dogs; they rarely show affection other than its owner; and they can be really mean. The neighborhood kids had picked on my Chow Chow until it was starting to get mean. It had nipped two kids- warning bites, but my town had three bite rule for dogs. I had scheduled for it to be put down before a lady who worked for me offered to take it to her farm and try to work with it. Fortunately, the dog knew the lady pretty well; the lady bribed the dog with a never ending supply of treats for good behavior and it was no longer near kids. The lady told me that it was touch and go for a while, but the dog decided it liked treats and living on the farm.
Lastly, some dogs are just no good. When I was growing up, farm dogs were put down regularly for some type of behavior, e.g. chasing livestock or being too mean. The idea was there was always another dog at the pound waiting to be adopted. A lot of farm dogs were sourced from the pound.
If you are lucky, they may offer to euthanize the dog, but generally you pay for it. I know this because my father was a veterinarian. People would call him for advice because he knew how the system worked. Rural people generally elected to do it themselves.
Sort of like Noem did.
Romney attacking her is the best thing that could happen to Noem, however, if she wants Trump to consider her for VP.

When you take a dog to the humane society because of has bitten they do not adopt them out. They are put down.
We’ve had to do this twice. One dog bit my infant son across the face and nearly took out his right eye. The second bit several people outside of our family. Each was painful to address but you can’t hesitate to deal with a dangerous dog.
The same Democrat Media that beat up R-Money over his dog needs him to beat up Kristi Noem over her dog.
And he lies on his back with an open mouth for them, and eagerly replaces their toilet bowl.

Not in my book. I have to see the dog not being redeemable before I could put it down. He has to be beyond being trainable.
I took in a rescue dog with a bite history. Bit my husband, bit me twice. I was extremely stupid. I tried to dominate it by going nose to nose. First stitches ever. But after a while the dog calmed. It was still terrified to be left alone and was the first dog I had to take literally everywhere I went. But, in the end, the vet said that he had become a happy dog and I was thrilled. I had always thought that Toby was dependent on me. When we finally lost him, I learned that, instead, I had become completely dependent on him.
Dogs that bite CAN be rehabilitated.

Mom had an old dog that she loved. I loved it, too. But we were poor, and when the old mutt got to his end, we didn’t have the money to take him to the vet to have him put down. It was on me to put him out of his misery. It was something that had to be done. Something that someone like Romney will never comprehend.
