Well, one Congress cannot bind its successor, and there won’t be 67 votes to ratify a treaty - so BFD.
They will simply ignore that requirement and make it law.
Heck. We don’t have budgets anymore. Everything is done via Executive Order when it can’t be pushed through. The Supreme Court has abdicated its responsibility as has the Legislative Branch.
