No doubt this is orchestrated, but it requires the targeted majorities to comply and refuse to breed. When enough whites believe it is worthwhile to produce another generation, this problem would resolve itself - or at least be much harder to implement.
Many of the architects are childless, with no future descendants to suffer the consequences.
