He said it in more technical terms - but that is what I understood it to mean.
I didn't push the point, but in my mind I'm thinking that sounds like rolling brown outs. Maybe just like some years we can only water the lawn on odd days, cooking and laundry days will have to alternate. And those new “smart meters” can regulate it at the house.

Now, with a flick of a switch from central command, they can turn your power 'off" remotely
because you already used up your rationed allotment !
There is no method of appeal, postponement, or allowed excuse, ..except if your "social credit score" meets their criteria.
