Only two states don’t allocate their electoral votes by winner take all, i.,e., Nebraska and Maine. Any change is up to each state and their legislatures and governors.
The Dems in Maine are trying to influence the vote in Nebraska by threatening to change the current allocation in Maine. Do they have the votes in Maine to do so? I don’t know, but Nebraska should proceed regardless.
The Maine legislature is part time.
It adjourned about a week ago and does not reconvene until next January.
The governor can call a special session if she wants to, but I doubt if she has any interest in kicking over a hornet’s nest.
