The EU has more stringent refund requirements for delays and cancellations than the proposed US ones, but it's much cheaper to fly in Europe than here.

We have high prices for taxes, airline monopolies, and incompetent management.

I have done a lot of travel over the years in Europe. The only reason it seems cheaper is that many of the flights are incredibly short by US standards. Mile for mile, I never found it “much cheaper”.
