They do at the city terminals. The fastest the trains do on those tracks is about 137 mph though.

And back on 3/11 in Madrid, Spain, it was commuter trains that got hit.

Yes, there are only parts where they get up to those high speeds.

We took the TGV from Lyon to Paris a few years, that thing was fast.
