"I AM HAPPY to be able to announce that we have reached an agreement with the Soviet Union for the exchange of weather information between Washington and Moscow."
This is a good step forward in building the World Weather System to which I repledged American cooperation last June at Holy Cross College.
This cooperative effort has grown out of the beginning made by President Kennedy in his speech to the United Nations on September 25, 1961 He said then that our country "... would propose cooperative efforts between all nations in weather predictions and eventually in weather control .... "
August 15, 1952 was the date of what is believed to be the first recorded instance of geoengineering/weather control - the Lynmouth Flood Disaster in Britain.

On August 15, 1952, one of the worst flash floods ever to have occurred in Britain swept through the Devon village of Lynmouth. Thirty five people died as a torrent of 90m tons of water and thousands of tons of rock poured off saturated Exmoor and into the village destroying homes, bridges, shops and hotels.
The disaster was officially termed "the hand of God" but new evidence from previously classified government files suggests that a team of international scientists working with the RAF was experimenting with artificial rainmaking in southern Britain in the same week and could possibly be implicated.
Squadron Leader Len Otley, who was working on what was known as Operation Cumulus, has told the BBC that they jokingly referred to the rainmaking exercise as Operation Witch Doctor.
Coincidentally, August 15 was the date of the founding of the Jesuit Order (1540). There is extensive Jesuit coding found in the Dubai flooding event, as well as other weather events. Joachim Bartoll and Joseph Acquavia present the numbers.
The Jesuit Order was founded by Ignatius of Loyola and six others on August 15, 1534. Six years later, Septtember 27, 1540 - the order was confirmed by papal bull.
