I think it was Sadam Hussien who displayed one of the exploder devices that surround the hollow sphere during a speech. The US said he couldn’t have that technology and he wanted to show that he had it. In retrospect, a pretty stupid thing to do. So, yes, the technology is obviously available. I’d imagine the machining is a bit touchy as the material is toxic and the sphere has to be perfect. But if the machinist isn’t concerned with having children or living until next Ramadan, I suppose it can be done.
