I read a study about a decade ago and it determined that terrorism was the most cost-effective way to achieve your political goals. It has to be done anonymously. The organization can claim they did it, but as the guy who threatened to kill a bunch of politicians because he was a Palestinian “activist” learned, you should just do it and then claim credit as an organization. Unlike those people who murder us citizens and get released without bail, threatening the elites has an immediate cost.
