I think you meant that, during the Weimar era, there was a lot of sexual deviance in Berlin, which was blatantly obvious to anyone, thanks to the dissolute media, which sensationalized it all.
Even before 1918, the German capital had a huge subculture of gays and other sexually abnormal people - but it was mentioned far less in the media at that time. The media of the Imperial era were, for the most part, hushing it all up.
That changed after WW one, but then dramatically.
Tragically, you are right: most people rather detested it, considering such behavior highly decadent and debaucherous. Then Hitler came and said he would put an end to this outrage, this scandal.
