I’m pretty sure it’s against diplomatic protocols to use a consulate as a base for military action, especially when it’s harboring members of a designated terrorist organization.

If “They were a base for military operations” was a greenlight for bombing embassies, few would be safe.
Designated terrorist by who? What you’re saying is that if China designates Dr No as a terrorist and he resides in Chicago then China is justified in bombing a US city in order to kill him.
